Potrero is about 50 minutes from Liberia airport (LIR). The faster route is via the "monkey trail" or road 911. Leaving the airport, you will take a right on road 21 south fir 10km to Cumunidad, then take a right on road 151 toward Coco. Drive for 8.3 km then turn left on road 911 (follow Congo Trail). After 8.4km, turn left to stay on road 911. After 9.7km you will arrive at a "T" intersection in Potrero (with a soccer/football field on your right). Turn right and drive one block where you will see the sign for Casa del Sol. A word of caution however - the 911 has a river crossing so you should make sure the crossing is passable before taking this route. There is a Facebook group called "Monkey Trail River Crossing (Route 911)" that is crowd-sourced and will usually have recent information on the crossing.

The other option is to through Huacas where you take a more clockwise route. Start on the road 21 south, right on the 151 at Belen, then right on the 180 in Huacas which will take you to Potrero.
Yes. Private transfers are available from LIR to Potrero. Cost is usually around $60 to $90 (USD) for groups up to 6 or 8. Most companies use 11 passenger vans for transfers. Just Google "Liberia airport transfers" and will find lots of options.
There are many rental car companies that operate out of LIR. They will provide a free shuttle from the airport to the agency location, most within a 10 minute drive. Local options include Adobe, Vamos, and Poas but you will also find the usual companies such as Avis and Enterprise.
Note that third party liability insurance is a legal requirement when renting a vehicle in Costa Rica. You should make sure to research this carefully as it can add a considerable amount to the price.
